Except for the misspelling...
Always. Every time I have drive in icy conditions, there's always some jackass riding my bumper (three feet behind me) who seems to be angry that I'm not speeding.
Sfoofilicious, as I live where it isn't supposed to snow and consequently everyone freaks out when it does I do not feel qualified to comment on the percentages but will opine that it is best to just stay off the damn road and stay by the fire with cocoa. Lots and lots of cocoa.
